Redrive
Recover a failed run. There is no Connect queue redrive.
Admins recover workflow instances. Operators can retry inbound webhook starts. There is no DLT or outbox redrive.

If this fails
| Symptom | Cause |
|---|---|
| 403 | Developer cannot stop or restart |
| Restart, immediately Failed | Downstream still failing — fix the hop first |
